Given caps on median concentration c0, coherence rho, and residual boundary T, monotonicity makes the strongest allowed closure the upper corner of the anchor box. Single-axis relaxations fail the P(20/20)>=20% target, while compact and mild three-axis boxes survive. The locked result is MILD_ANCHOR_BOX_CLOSES_SINGLE_AXES_FAIL.
