Artian's HVP Source-Access Reference Framework Version: 30.03 Concept DOI: 10.5281/zenodo.20732034 Author: Ali Attar Website: quantumtraction.org This paper collects the Quantum Traction Theory (QTT) treatment of hadronic vacuum polarization into a single source-access reference framework. Version 30.03 upgrades the rho-prime sector by closing the lower \(4+2+1\) source-camera coefficient and the total physical source-amplitude coefficient of the rho-prime support packet. V29.02 had closed the exact Kallen support mode and the first \(16/279\) charge-subtracted camera bit. It left the lower \(4+2+1\) bits yellow. Version 30.03 proves that, under the same-support source theorem, the lower bits enter the same charge-subtracted \(J\)-Omnes camera: \[ \mathcal C_7^{\rm QTT}[\Omega_{\rho'}^J](s) = {7\over279}\left(\Omega_{\rho'}^J(s)-1\right). \] The full rho-prime source-amplitude coefficient is therefore \[ \Delta F_{\pi,\rho'}^{\rm src,30.03}(s) = {23\over279}\left(\Omega_{\rho'}^J(s)-1\right), \qquad \kappa_{\rho'}^{\rm src,30.03} = {23\over279} =0.082437275985663083. \] The core v30.03 source theorem is refinement additivity. If lower source shares live on the same completed support camera, then \[ \mathcal C_{m+n}[\Omega] = \mathcal C_m[\Omega]+\mathcal C_n[\Omega], \qquad \mathcal C_0[\Omega]=0, \] so on the finite source ledger \[ \mathcal C_n[\Omega]=n\mathcal C_1[\Omega]. \] The V29.02 parent bit fixes \[ \mathcal C_{16}[\Omega_{\rho'}^J] = {16\over279}\left(\Omega_{\rho'}^J-1\right), \] and therefore the lower \(4+2+1\) packet is forced to carry \(7/279\), not a fitted branch. The verifier audits the obvious parent-locked alternatives. Only the linear source measure has zero lower-shell defect and zero refinement defect: \[ \begin{array}{c|c|c} \text{candidate} & \text{lower-shell defect} & \text{max refinement defect}\\ \hline \text{linear population} & 0 & 0\\ \sqrt{\cdot}\ \text{parent locked} & -7.073849005234017 & 7.939579528721740\\ \text{quadratic parent locked} & 1.750000000000000 & 16.500000000000000\\ \log(1+n)\ \text{parent locked} & -7.464349087612336 & 10.570624656012923 \end{array} \] The square-root branch \[ \sqrt{23/279}=0.287118923071369658 \] is retained only as an intensity/readout diagnostic. It is forbidden as a source-amplitude constructor. Likewise, a power-series lower-bit proposal such as \[ {1\over279}\left[ 4(\Omega-1)^2+2(\Omega-1)^3+(\Omega-1)^4 \right] \] is classified as a future distinct-support/source-operator problem, not as the same-support lower-bit theorem closed in v30.03. Version 30.03 also closes the intrinsic same-support covariance rescaling: \[ \Sigma_{\rho',23}^{\rm intr} = \left({23\over16}\right)^2\Sigma_{\rho',16}^{\rm intr} = {529\over256}\Sigma_{\rho',16}^{\rm intr}. \] The full source covariance remains yellow. For continuity with the V27--V29 audit trail, the release includes a scoped inherited-window diagnostic in \(\mathcal W_\star:0.600<\sqrt{s}<0.880\,{\rm GeV}\): \[ a_{\mu,2\pi}^{\rm parent} =342.659853312418\times10^{-10}, \qquad a_{\mu,2\pi}^{16} =342.928244164294\times10^{-10}, \] \[ a_{\mu,2\pi}^{23} =343.046601189668\times10^{-10}, \qquad \Delta a_{\mu,2\pi}^{7} =0.118357025374\times10^{-10}. \] This is explicitly amber: a scoped source-camera diagnostic, not the full global HVP number and not a row verdict.
