The Past Hypothesis as Substrate Boot: Why the Universe Began Ordered, and Why It Is Not a Boltzmann Brain

Thermodynamics has an embarrassing loose end. The Second Law — entropy increases — holds only because the universe started in a staggeringly low-entropy state, a brute initial con- dition Penrose and Albert call the “Past Hypothesis” [1, 10]. Standard cosmology must simply posit it. We point out that in the finite quantum-error-correction (QEC) substrate programme [5, 7] this posit is not needed: entropy is carried by recorded error-syndrome bits, and before the substrate’s error-correcting machinery switches on there are no records, so the entropy is zero by construction. The low-entropy start is what a self-correcting fabric that has only just turned on must look like; this is already canon (ANCHOR §13.1, item 123). The new con- tribution of this note is to show that the same mechanism defuses the standard objection to every low-entropy-past account — the Boltzmann-brain problem [3, 4]. A spontaneous fluctu- ation that assembles an observer must write that observer’s Nrec records against the arrow, at a Boltzmann cost∼e−Nrec ; and, decisively, Boltzmann brains can only dominate if the uni- verse sits in an eternal equilibrium, which this substrate never does — it is a driven system, continuously minting fresh zero-entropy nodes, with an evolving dark-energy equation of state w(a) =−1 + a/28 ̸=−1. Both statements are checked by short self-asserting programs. We close with an honest “boot-channel dependency map”: baryon survival, dark-matter debris, dark energy, and the inflationary spectrum do share a common origin — one substrate, one switch-on event — but they are not governed by a single tunable schedule, and we spell out exactly which depends on what. The reframe is firm; the Boltzmann-brain suppression is a new and conditional result; the absolute cosmological measure problem is not claimed solved. 2026-06-20 canon refresh: Brief canon refresh: added reconstruction/[8,4,4] record-cell grounding, R14 alpha0/sector-billing context, corrected boot dependency map to split K04 pinned fossil debris from zero-mode CMB/mobile-halo reservoir, updated baryogenesis/CP caveat and reproducibility ledger; build/render checked locally; not Zenodo-synced. 2026-06-21 canon refresh: This version incorporates the 2026-06-21 ANCHOR/DRIFT/PTMS canon refresh and rebuilt local PDF. 2026-06-25 canon refresh: Zenodo-synced on 2026-06-20: new-version published as 10.5281/zenodo.20776784 (concept 10.5281/zenodo.20693137); local build/render previously checked. 2026-06-21 canon refresh applied where needed; PDF rebuilt and checked. Abstract
