Staging Surrender: Cognitive Warfare, Democratic Maskirovka, and the Intra-State War Against Pakistan's Political Majority (2022–2026)
ABSTRACTBetween April 2022 and May 2026, Pakistan's democratic movement with the name of Haqiqi Azadi/PTI, one of the largest sustained civilian mobilizations in the country's history, moved from the streets to near-silence without being militarily defeated. This paper argues that the movement's exhaustion was not a natural political outcome. It was the product of a systematic cognitive warfare campaign conducted by the Pakistani state against its own political majority, drawing from the doctrinal frameworks of Chinese and Russian information warfare and deployed through mechanisms that existing political science has not adequately named. The paper introduces six original analytical concepts, democratic maskirovka, weaponized hope, epistemic siege, somatic cognitive warfare, the betrayal performance, and institutional mimicry, developed at the intersection of cognitive warfare theory, relational dramaturgy, and political psychology. These are not borrowed frameworks applied to a new context. They are instruments built from the specific character of what was done in Pakistan to name what the existing literature cannot. The empirical analysis proceeds through four case studies: the April 2022 removal of Prime Minister Imran Khan, the retrospective construction of May 9, 2023 as a master legitimizing narrative, the managed election of February 8, 2024, and the anatomy of the movement's internal collapse through the Gandapur march cycle and the epistemic siege around Imran Khan in Adiala jail. The paper closes with seven counter-performance strategies grounded in the structural vulnerabilities the analysis exposes. The central argument is that the movement has not surrendered. It has been suspended. Understanding the mechanism of that suspension is the first act of reversing it.
