The Ali Chronometric Time System (ACTS) PER
This document introduces the Ali Chronometric Time System (ACTS), a revolutionary 20-hour timekeeping matrix designed for space exploration, aerospace engineering, and satellite tracking. Unlike standard solar-day clocks, this system aligns perfectly with the true physical rotation of the Earth (the Sidereal Day), which lasts exactly 86,164.0905 seconds. The framework splits the day into 20 structural hours, with each hour containing 72 minutes, and each minute containing 72 specialized seconds called "Ali" units. By calibrating the velocity of 1 Ali unit to exactly 0.8310579716 standard seconds, this system matches planetary angular velocity with 100% mathematical precision. This theory completely eliminates the need for chaotic time updates like Leap Seconds, providing a seamless, stable base-72 binary data pipeline for GPS calibration, orbital rocket positioning, and future interstellar deep-space navigation.
