A Government Policy for Workplace Evidence and Competency Assurance

This work presents a comprehensive governance framework for workplace evidence and competency assurance. The framework integrates principles from organisational governance, risk management, human capital development, evidence-based decision making, quality assurance, resilience engineering, and international policy practice. Rather than focusing on procedural compliance alone, the framework establishes a systems-based model for assuring competence through verifiable evidence, capability maturity, continuous improvement, and organisational learning. The framework aligns with internationally recognised principles including human rights, sustainable development, governance accountability, workforce capability development, and evidence integrity. It is intended for use by governments, regulators, training organisations, critical infrastructure operators, industry bodies, and enterprises seeking robust approaches to competency assurance and workforce governance. The publication provides a policy architecture, governance model, assurance methodology, maturity assessment approach, implementation guidance, and benchmark alignment with major international frameworks.
