Intelligent Communication: An Operational Framework for Transforming Communication and AI Paradigms Leveraging Satellite Networks
Abstract The contemporary world faces a profound contradiction in the realm of communication: the remarkable advances in communication technologies and artificial intelligence have not led to human freedom and dignity, but have instead become instruments of domination, mass surveillance, and cultural homogenization. Existing communication networks, with their centralized structure and dependence on terrestrial infrastructure, are easily subject to filtering, disruption, and sanctions, while seriously jeopardizing user privacy. This article, aiming to present an alternative and human-centered communication architecture, introduces the theoretical framework of "Intelligent Communication." This framework, leveraging satellite networks as the physical infrastructure and collaborative artificial intelligences as processing layers, delineates a paradigmatic shift from centralized, sanctionable communication to free, anonymous, equitable, and resilient communication. The research methodology is based on "pragmatic theorizing" and theoretical system design, conducted through a systematic literature review across five internationally recognized theoretical domains. The research findings are formulated as six immutable pillars (unified satellite network, intelligent protocol, security agent, diverse intelligences, ephemeral memory, and the layer of free human communication), which, within a layered and distributed architecture, enable the realization of a "dignity-centered communication civilization." The research concludes that this framework transcends a mere technical solution, offering a civilizational substrate for the transition from the Information Age to the Wisdom Age, and can serve as a "global public good" with an irreplaceable role in preserving cultural diversity and human dignity in the digital age. The article concludes with an inviting statement to the scientific and global community to participate in the realization of this civilizational horizon.
