This paper serves as a supplementary argument to "Free Will Without Quantum Mechanics: A Logical Foundation" (preprint, DOI: 10.5281/zenodo.20716382), and aims to provide a rigorous criterion for free will. The earlier paper argued that the logical foundation of free will lies not in quantum indeterminacy but in the computational undecidability revealed by Gödel's incompleteness theorems and Turing's halting problem. This paper pursues a further question: what conditions must a system satisfy to be properly regarded as possessing free will? Through insights emerging from dialogical inquiry, a three-element criterion is proposed: logical self-reference, dynamical self-drive, and the undecidability that arises from their conjunction. This paper argues that self-reference and self-drive jointly constitute the necessary and sufficient conditions for free will, with undecidability as their logical consequence. It clarifies the distinction between self-reference and generic feedback loops, and between self-drive and passive waiting. Through thought experiments involving a sensory-deprived infant and cats and dogs, it demonstrates that free will requires neither higher intelligence, nor preference structures, nor outputs possessing recognizable meaning. The paper further argues that free will, under this framework, is a binary property of a system's logical structure, while its manifestations admit rich differences in degree. Finally, it explicitly separates free will from moral responsibility and provides falsifiability conditions for the criterion.
