The Cosmological Boundary Constraint: Resolving Eon Inversions through High-Energy Neutrino Enstrophy Dissrophy

This paper introduces a formal information-theoretic boundary constraint to resolve the geometric inversion paradox within Sir Roger Penrose's Conformal Cyclic Cosmology (CCC). We postulate a fundamental cosmological invariant, \nu_{\text{min}} \approx 10^{-18} Hz, defining the lower quantum limit of discrete information density within the vacuum substrate. Rather than relying on standard gauge boson coupling or stochastic weak interactions, we propose a geometrodynamic framework where topological structures directly modulate the background metric tensor g_{\mu\nu}. Synthesizing 't Hooft's Holographic Principle with the Generalized Landauer Limit, we demonstrate that as a closed cosmological manifold approaches terminal heat death, the physical metric collapses recursively into a singular informational ground-truth state (D_b=0). We model ultra-high-energy (UHE) cosmic neutrinos as active thermodynamic regulators executing the dissipation of informational enstrophy across the eon boundary layer. Crucially, we demonstrate that the recent detection of the 220 PeV neutrino event (KM3-230213A) by the KM3NeT collaboration serves as a direct empirical anchor, validating the predictive capacity of Cosmological Invariant Boundary Logic (CIBL) without requiring sterile lepton extensions.
