Human Governed Agentic Orchestration for Interline Passenger Reaccommodation during Irregular Operations: A Conceptual Framework

This working paper proposes a conceptual framework for human governed agentic orchestration in interline passenger reaccommodation during irregular operations. Interline disruption management involves operational, technical, commercial, governance and accountability challenges, particularly when affected passengers travel across multiple airlines, booking systems, ticketing arrangements and service channels. The paper argues that agentic orchestration should not be understood as autonomous decision making or direct rebooking authority. Instead, it should be designed as a controlled coordination layer that supports passenger interaction, itinerary validation, disruption recognition, candidate option organisation, explanation generation, human approval preparation, audit logging and escalation. The proposed framework consists of five layers: passenger interaction, agentic orchestration, governed tool access, human approval, and audit and accountability. The paper discusses decision boundaries, risk controls, responsibility allocation and passenger experience implications. It does not disclose source code, proprietary interfaces, operational datasets or production system logic. The contribution is a governance oriented conceptual framework for future research, prototyping and expert evaluation in airline disruption management.
