The Emergence of Governability Assurance for Autonomous Systems: Evidence from AI Assurance, Safety Cases, Continuous Assurance, Standards, and Autonomous Systems Research (2026)

This paper examines whether Governability Assurance has emerged as a distinct category within the broader assurance landscape for autonomous systems. The analysis reviews publicly observable evidence from AI Assurance, Autonomous Systems Assurance, Safety Assurance, Assurance Cases, Continuous Assurance, Dynamic Certification, standards development, and regulatory initiatives. The objective is not to evaluate specific assurance methodologies but to determine whether governability itself has emerged as an explicit object of assurance. The paper finds substantial activity across multiple assurance domains, including AI trustworthiness, safety, compliance, certification validity, lifecycle assurance, and operational assurance. However, explicit assurance focused on the continued governability of autonomous systems appears comparatively underdeveloped. The study identifies an emerging Governability Assurance Gap: a condition in which confidence may exist regarding safety, security, compliance, certification, and trustworthiness while confidence regarding observability, controllability, intervention capability, accountability, recoverability, and legitimate authority remains limited. The findings suggest that many conceptual foundations for Governability Assurance are already visible across adjacent assurance disciplines. Nevertheless, Governability Assurance itself does not yet appear to be widely recognized as a distinct assurance category. The paper therefore argues that Governability Assurance may represent an emerging discipline within the broader evolution of assurance for autonomous systems. Abstract
