CDN-223: The Packet Validator Contract
CDN-223 turns the CDN-222 evidence packet into an executable validation contract. The validator checks files, columns, provenance, public c/f timing, frozen no-fit-reuse status, mode coverage, strict holdout residuals, and claim attestation. Five fixtures were generated: blank template, mock clean c packet, missing-holdout packet, fit-reuse packet, and no-c/f packet. Exactly one fixture passes schema structure, but it remains mock-only and pays zero observed TTY.
