American Regards and Natural Regard: When Compliance Is Not Respect
Not all compliance is respect. States may obey U.S. power while resenting U.S. leadership. This paper introduces a typology distinguishing two fundamentally different forms of international compliance: American Regards and Natural Regard. American Regards—compliance arising from fear, coercion, sanctions, or instrumental calculation—differs fundamentally from Natural Regard, which emerges from genuine admiration, shared values, and voluntary alignment. The central thesis is that compliance type determines alliance durability: fear-based compliance proves fragile, while value-based compliance proves resilient. The framework offers a conceptual lens for understanding alliance management, legitimacy, hedging behavior, and the long-term sustainability of influence in international politics.
