Ölçek-Bağımsız Psikolojik Harp Modeli: Antik Dünyadan Dijital Çağa Tarihsel Bir Stres Testi \\\ Scale-Independent Psychological Warfare Model: A Historical Stress Test from the Ancient World to the Digital Age

TÜRKÇEBu çalışma, Ölçek-Bağımsız Psikolojik Harp Modeli'nin (ÖBPH) tarihsel geçerliliğini incelemektedir. Makalenin temel sorusu, psikolojik harbin yapısal mantığının tarih boyunca değişip değişmediği, yoksa esas dönüşümün bu yapının uygulanma kapasitesinde mi gerçekleştiğidir. Çalışma, psikolojik harbi failin kimliği üzerinden değil; kasıtlı etki girişimi, gizlilik/rıza dışılık, güç asimetrisinin araçsallaştırılması ve gerçeklik algısına sistematik müdahale olmak üzere dört yapısal ölçüt üzerinden tanımlayan ÖBPH modelini altı tarihsel istasyonda test etmektedir: Antik Dünya, Moğol Fetih Sistemi, Matbaa Çağı, Radyo ve Dünya Savaşları, Soğuk Savaş ve Dijital Çağ.Analiz, modelin yapısal çekirdeğini oluşturan ölçütlerin tarih boyunca görece sabit kaldığını; buna karşılık hız, ölçek, merkezîlik ve kişiselleştirme gibi kapasite değişkenlerinin iletişim teknolojileri ve kurumsal dönüşümlerle birlikte önemli ölçüde değiştiğini göstermektedir. Sonuç olarak çalışma, psikolojik harbin özünün değil, uygulanma kapasitesinin tarihsel olarak dönüştüğünü savunmakta ve ÖBPH'nin farklı tarihsel bağlamlarda kullanılabilecek ölçek-bağımsız bir analitik çerçeve sunduğunu ileri sürmektedir.ENGLISHThis study examines the historical validity of the Scale-Independent Psychological Warfare Model (SIPWM). The central question is whether the structural logic of psychological warfare has changed throughout history or whether the primary transformation has occurred in the capacity through which that logic is implemented. The article applies SIPWM, which defines psychological warfare through four structural criteria—intentional influence attempt, concealment/non-consent, instrumentalization of power asymmetry, and systematic interference with the perception of reality—across six historical stations: the Ancient World, the Mongol Conquest System, the Age of Print, Radio and the World Wars, the Cold War, and the Digital Age.The analysis demonstrates that the structural core of psychological warfare remains comparatively stable across historical periods, while variables such as speed, scale, centralization, and personalization undergo substantial transformation alongside developments in communication technologies and institutional capacities. The study concludes that historical change affects the capacity rather than the underlying structural logic of psychological warfare and argues that SIPWM provides a scale-independent analytical framework applicable across diverse historical contexts.
