Decision Velocity and the Compression of Detectability: Translation Half-Life in Institutional Governance
This paper examines how increasing decision velocity affects the detectability of translation drift in institutional systems. It introduces the concept of translation half-life to describe the temporal stability of meaning as it moves through governance layers. The paper shows how faster decision cycles compress the interval during which interpretive shifts can be observed before becoming embedded in allocation and signals. It contributes a boundary-condition analysis of institutional coherence under conditions of acceleration and complexity. This paper is part of the Coherence Programme.
