Ternary Logic (TL) as an Anti-Money Laundering (AML) Enforcement Architecture: Governance-Grade System Specification

The prevailing global Anti-Money Laundering (AML) infrastructure faces a crisis of systemic inefficacy, with illicit fund interdiction rates estimated at less than one percent despite annual compliance expenditures exceeding $51 billion. This specification argues that the failure is architectural: current regimes rely on a bivalent "Allow/Deny" decision logic that is structurally incapable of managing economic action under epistemic uncertainty. This binary constraint forces financial institutions to default to permissive "pay-and-chase" models, relying on post-hoc Suspicious Activity Reports (SARs) that identify financial crime only after settlement has occurred. We propose Ternary Logic (TL), a triadic state-machine architecture (+1 Proceed, 0 Epistemic Hold, -1 Refuse) that introduces a deterministic, time-bounded "Epistemic Hold" into the transaction layer. By enforcing a "No Log = No Action" protocol, TL converts unbounded probabilistic regulatory risk into bounded, measurable latency. This specification details the technical mechanisms required for implementation, including a Dual-Lane Latency architecture ($\le$2ms inference / $\le$500ms anchoring), Merkle-batched anchoring for O(1) scalability, and semantic mapping to ISO 20022 standards. For deployments requiring enforcement guarantees that survive insider threat and privileged access compromise, the specification extends to a hardware enforcement substrate: Delay Insensitive Ternary Logic (DITL) circuits implement the Epistemic Hold as a NULL state at half supply voltage (½Vdd), making ungoverned transaction execution electrically impossible regardless of software-layer compromise. We further demonstrate how TL operationalizes the intent of frameworks such as FATF Recommendation 16 and Basel III Operational Risk standards, transforming AML from a surveillance activity into a structural integrity enforcement layer.
