Detecting Strategic Drift Before Outcome Failure: A Longitudinal Governance Diagnostic
This paper introduces a longitudinal diagnostic framework for detecting strategic drift in institutional systems before it manifests in observable outcomes. It focuses on the temporal gap between decision-making processes and measurable results, arguing that drift occurs within this interval. By tracking the transformation of intent into decision criteria over time, the paper proposes a method for identifying early signals of misalignment. It contributes a diagnostic tool for governance systems seeking to maintain coherence under conditions of complexity and change. This paper is part of the Coherence Programme.
