Reactive Activism and Strategic Narrowing in Finland's Post-2022 Arctic Policy
The article analyses how Finland’s Arctic policy developed after 2022. Based on 151 governance changes identified in 96 public official source documents for the period January 2022 — May 2026, the analysis shows that the growth of governance activity took the form of reactive activism concentrated around security, mobility, infrastructure preparedness, icebreaker capacity and security of supply. The main increase occurred in 2025, after which follow-up and implementation gained increasing weight. These changes strengthened Finland’s governance mobilisation while narrowing the practical strategic breadth of its Arctic policy. The supplementary dataset contains the author’s database of source documents, governance changes and coding notes used in the article.
