Restoring the Public Interface A White Paper for a Sovereign, Accessible, Non-Digital Engagement Desk for Industry, Science, Critical Technology and Defence-Related Innovation

This white paper argues that the Commonwealth should establish a physical and human public interface for the Department of Industry, Science and Resources and related national capability agencies. The proposed interface is not a general complaint counter. It is a controlled, accessible, triage-based front desk for citizens, researchers, small businesses, regional innovators, Aboriginal and Torres Strait Islander communities, and persons with disability who need to engage gov- ernment about sensitive, strategic, commercial, scientific, critical technology, or defence-related matters without first disclosing uncontrolled information into a generic digital workflow. This paper recommends a Commonwealth Sovereign Technology Public Interface, including a physical front desk, secure appointment triage, accessible alternatives, paper and assisted access, disability support, Aboriginal liaison capacity, privacy notices, export-control referral logic, and documented escalation into Defence, Industry, Science, Home Affairs, cyber security and grants or procurement pathways where appropriate.
