Debt Resolution under the Symbiotic Order: From "Escalating Chase" to "Zero-Zero Exchange" — A Macro Perspective

Description:Traditional sovereign debt resolution methods—monetary overhang and fiscal refinancing—are embedded in a single positive-value monetary system, trapped in an "escalating chase" where debt repayment requires growth, growth depends on capital, capital suppresses purchasing power, and purchasing power insufficiency demands even larger stimulus. This paper proposes an alternative based on the Symbiotic Order's dual-track monetary-integral system. By defining every internal transaction as zero-sum (money increase = integral decrease, and vice versa), the system imposes a structural brake on capital concentration. Sovereign debt is redefined from "a burden that must be repaid by future growth" into "a historical stock that can be settled gradually through two parallel channels": a slow monetary channel (cash repayment with integral deduction) and a fast integral channel (immediate integral credits for public resource priority or collateralized financing). The integral channel does not require money creation, thus avoiding inflation or debt rollover. This framework transforms debt resolution from an "escalating chase" into a "zero-zero exchange" that can reach equilibrium without growth.
