Abstract

This note derives the physical origin of the phase shift rad between DESI DR1 and DR2 (Problem PA), and shows that PA and residual are two faces of the same object: the orbital eccentricity . Under Hypothesis B — that acts directly on the orbital angular velocity — the observed phase shift gives , yielding a direct measurement of from the PA. This measurement is unified with two independent routes: the – relation of NT23 and the sector invariant of NT20. The consistency condition closes both PA and simultaneously if confirmed by Xuntian and eROSITA. The 33% is not a tension — it is the observational signature of .
