LEVERAGING TEACHER MANAGEMENT INFORMATION SYSTEMS FOR COLLABORATIVE PROFESSIONAL PRACTICE AND EDUCATIONAL TRANSFORMATION IN AFRICA

Teacher Management Information Systems (TMIS) represent a critical technological and administrative infrastructure for the modernization of education systems globally. In the African context, where educational challenges are compounded by resource constraints, large pupil-teacher ratios, and decentralised management structures, the strategic implementation of TMIS holds transformative potential. This paper explores the conceptualisation, implementation, and strengthening of TMIS specifically to foster collaboration among educational stakeholders. It argues that a well-designed TMIS transcends its traditional role of personnel data repository to become a dynamic platform for collaborative professional development, policy formulation, and systemic governance. The paper employs a systematic literature review methodology, analysing peer-reviewed articles, institutional reports, and case studies from 2015 to 2025. Findings indicate that while several African nations have initiated TMIS deployments, their utility for fostering collaboration remains largely underdeveloped due to technical, capacity, and policy fragmentation. The discussion synthesises the affordances of TMIS for enabling data-driven dialogue between teachers, school leaders, regulatory authorities, and ministries. It further presents a framework for re-conceptualising TMIS as a collaborative professional ecosystem. The conclusion underscores the alignment of a collaborative TMIS with Continental Education Strategy for Africa (CESA 2026-2035) goals and offers targeted recommendations for policymakers, regulatory authorities, and development partners. These include investing in interoperable systems, building data literacy across the profession, and establishing governance models that promote transparent, collaborative use of teacher data for mutual benefit and system-wide improvement.
