Resolution of the Slow-Rotating Magnetar Paradox via QCD Vacuum Permeability Phase Transitions

Version 3 of the NVG magnetar preprint. This version reformulates the rotation-independent magnetar formation channel within the Null-Vector Gravity / Vacuum Mass Fraction (NVG/VMF) framework in a more conservative and testable form. Key advances over V2: 1. Explicit microphysical EM bridge: A two-flavour NJL gap equation is solved to compute the constituent quark mass and chiral order parameter as a function of density. The one-loop QED-in-medium contribution to the gauge kinetic term is evaluated, yielding struct_QED ≈ 1.0004–1.0037 — confirming that perturbative QED alone cannot supply magnetar-scale amplification. 2. Standard-QCD upper bound: All standard QCD operators coupling the chiral condensate to the photon kinetic term (pion loop, VMD, QCD magnetic susceptibility) are aggregated. The result, κ_std ≈ 4×10⁻³, is ~2 orders of magnitude below the κ ≈ 0.9 required for V2 amplification. This gap is reported explicitly, not hidden. 3. Two honest completions: (a) Minimal-QCD interpretation (κ = 4×10⁻³): NVG provides a sub-percent additive effect; magnetar-paradox resolution relies mainly on the magnetic-progenitor prior. (b) Beyond-minimal-QCD: the amplification is carried by a new gauge-sector operator — either a density-controlled dark-photon kinetic mixing (analysed in the companion dark-photon preprint) or topological phase-locking of the EM field to quantised vacuum vortices in a rotating Madelung condensate (motivated by White et al. 2026), with κ ≈ 0.9 at 2n₀ as a falsifiable target. 4. Population-level catalog scan: A live-parsed McGill magnetar catalog scan (32 non-outlier sources) under the magnetic-progenitor prior B_surf = 10³–10⁵ G gives 32/32 sources accommodated (29 inside corridor, 3 sub-critical). Object-level uncertainty propagation leaves SGR 1806-20 as the only mixed-support source (P_inside = 0.62). The catalog-preferred amplification scale is κ_eff ≈ 5.3–7.8, a factor ~2 above the dense-core benchmark. 5. Fallback-disk closure for 1E 161348-5055: A propeller/fallback-disk scan reproduces the 6.67-hour period within the 2–10 kyr remnant age using ordinary magnetar-strength dipole fields (B = 3×10¹⁴–10¹⁵ G), without requiring B ~ 10¹⁸ G. Abstract
