A Medium-Scale Generator Test for the ECSM Electron-Like Packet

This paper presents the V19 stage of the ECSM electron-like packet programme. Building on the V17 dimensionless rest-energy functional and the V18 scale-closure audit, V19 tests whether internally generated ECSM medium-scale ledgers can approach the required electron-like rest-energy scale without directly inserting the electron mass, without setting the energy unit equal to 511 keV, and without solving the coherence length from the electron target. The scan evaluates 1805 internally generated medium-scale ledgers. The best candidate gives a medium energy unit of 1.8415924809 MeV compared with the V18 required diagnostic scale of 1.8489574788 MeV. Applied to the fixed V17 dimensionless minimum, this gives 508.9634753 keV, or 0.9960166753 of the electron rest-energy target. The result is deliberately framed as a narrow pass, not a completed derivation of the physical electron mass. V19 shows that ECSM internal medium-scale ledger structures can generate near-target scales, while also identifying the next required step: V20 must replace the ledger scan with a deeper stiffness/action law derived from ECSM substrate dynamics.
