The November 15, 2019 Agreement in Chile as a “Passivist Moment”: The Pact for the New Constitution Revisited Through Gramscian Theory

The article analyzes whether the 2019 “Chile despertó” (Chile woke up) movement, emerging as a counter-hegemonic movement, initiated a passive revolution process through the November 15 agreement. For this purpose, we pursue a double dialogue between critical hermeneutics rooted in Gramscian theory and empirical work involving 31 interviews with key actors of the revolt. The exercise focuses particularly on the November 15 agreement, known as the “agreement for social peace and the new constitution,” as a key explanatory factor. The hypothesis guiding the exercise is that this agreement fulfils the function of what the authors have categorized as a moment of passivity within the broader context of social mobilizations.
