Real Estate Management Services (REMS) skills audit and training needs assessment report

This skills audit was conducted within the Department of Public Works and Infrastructure (DPWI) to support the organisation's commitment to developing a skilled and capable workforce, aligning with broader national directives (e.g., State of the Nation Address 2023 focus on professionalization, National Development Plan 2030) and organizational strategic goals, particularly concerning infrastructure delivery and state asset management. The primary objective of this skills audit is to assess the current skills profile of the Real Estate Management Services (REMS) Branch staff, identify key skills gaps and training needs relative to the branch's mandate (state asset custodian and portfolio manager) and operational requirements, and provide recommendations for targeted skills development interventions. This audit focused on staff at the Middle Management Service (MMS) and Senior Management Service (SMS) levels within the REMS Branch. The data was collected using a survey administered via the Human Sciences Research Council (HSRC) on behalf of the National School of Government (NSG) between February and March 2025. The participation rate was excellent at 80% (35 out of 44 officials), ensuring representative findings. This executive summary offers a high-level perspective on the audit results; the complete analysis, including more granular detail and nuances, is contained within the main report.
