Time as Capability: Temporal Sovereignty, Societal Agency, and the Value Multiplier of EU-Funded Collaboration

Time in EU and internationally funded collaborative projects is not merely a resource to be managed. It is a medium actively created — and destroyed — through the rhythms, regulations, rituals, and relational architectures of project work. This working paper proposes a fundamental reorientation: from Time Management — the efficient allocation of a scarce, clock-measured resource — toward Time Sovereignty: the individual, team, and institutional capacity to define, shape, and inhabit temporal experience in service of creative and meaningful outcomes. Drawing on the CHx Survey (n=125, EU project practitioners across 25+ countries, July–October 2025), a purposive meta-analysis of 43 EU-funded co-creation projects from the CORDIS corpus (FP7/Horizon Europe, 2008–2021), and a synthesis of philosophical, organisational, and economic literature, the paper documents a structural aspiration–practice gap: 76% of practitioners agree that excessive time pressure limits innovation, yet deliberately creating unstructured creative time (white space) scores only 3.12/5.00 — the lowest non-AI item in the survey. The gap (Δ=0.71, Cohen's d=0.65, p<.001) is statistically significant, substantively large, and uncorrelated with seniority or experience — confirming it is structural, not personal. The paper advances a Five Temporal Capacities framework (Chronos Literacy, Temporal Work, Kairos Recognition, Relational Rhythmicity, White Space Sovereignty), a Time Sovereignty Matrix (five developmental levels), and the CHx Funnel model (four stages from compliance event to temporal ecosystem). It maps three policy scenarios for MFF 2028–2034 and FP10 — Status Quo, Partial Reform, and Full Time Sovereignty — and estimates EUR 400–700M in annually recoverable societal value under the third scenario. Eight specific recommendations are advanced for FP10, Erasmus+, AgoraEU/Creative Europe, and Interreg programme design. The paper is offered as a contribution to open debate and does not claim the representativeness of a population-level study. All quantitative estimates are directional rather than predictive. A Wave 2 survey is open June–October 2026 (target n=400+) to build the longitudinal evidence base required for policy uptake.
