English Abstract: This document serves as the foundational conceptual manifesto and technical justification for the adoption of the Global Sigma Public Standard. Rather than presenting the operational clauses of the standard itself, this text reveals the profound socio-technical and systemic risks that necessitate its implementation within high-risk sectors (categorized under T3-High Risk and T4-Critical levels). Through a rigorous Eleven-Capital framework analyzed under a synchronous Dual Perspective (system operator vs. decision recipient) , this paper exposes how algorithmic failures in critical environments trigger a multidimensional degradation of value that extends far beyond traditional economic or software-centric parameters. It articulates the urgent need for a verifiable standard by bringing to light three major blind spots in contemporary AI governance : Natural Capital (the irreversible ecological costs of blind algorithmic optimization) , Intellectual Capital (the generational atrophy of professional human judgment and differential criteria) , and Manufactured Capital (the direct physical consequences of software failures in critical infrastructure). Ultimately, this document demonstrates that a forensic, immutable auditing standard is not a restrictive barrier, but an essential infrastructure required to restore accountability, protect human dignity, and provide a legal and technical "Defense-in-Depth" for professionals and institutions in the age of automated decisions.
