Complex systems face a fundamental coordination-coercion dilemma: high global synchronization often masks severe local inequities, leading to coercive resource or information distribution. This thesis presents a unified mathematical framework for achieving global coherence while minimizing local variance suppression. By modifying the Kuramoto model of coupled non-linear oscillators with a time-adaptive variance penalty, we prove the existence of a globally asymptotically stable "equi-coherent attractor". We translate this continuous dynamical system into discrete implementations across multimodal artificial intelligence, regenerative ecology, and decentralized governance, providing falsifiable predictions for system resilience.
