A Minimal Observer-Dependent Definition of Information

Despite over a century of formal study and a much longer history of philosophical inquiry, the concept of information lacks a universally accepted definition. This paper proposes a minimal, non-recursive, observer-dependent definition: Information is a state of affairs recorded by an observer.
