TSUMS Canon v1.0: Core Constitutional Documents of TSUMS Governance Technology
TSUMS Canon v1.0 establishes the foundational constitutional principles of TSUMS governance technology. It defines the core purpose, governance axioms, civilian boundary, accountability principles, governance ethics, replay doctrine, procedural immunity layer, intervention boundary, first-line protection doctrine, policy-neutral interface, and version sovereignty rules for all TSUMS versions and modules. The Canon clarifies that TSUMS is a non-directive, policy-neutral, sovereignty-preserving governance framework. It does not replace courts, governments, rescue authorities, field commanders, or sovereign decision-making. Instead, it provides a constitutional reference for risk visibility, authority naming, replayable responsibility, first-line protection, and evidence-based governance learning. TSUMS Canon v1.0 serves as the highest interpretive authority for TSUMS 4.0V, TSUMS 4.0V-BOI, Civil 1.7, FSO, MFRF, UIRF/Replay, PIL, BOI, and future TSUMS governance modules. 本文件為 TSUMS 治理科技之憲章基礎文件,作為所有 TSUMS 版本、模組、民間版、政策接口、國際提交文件及衍生架構之最高解釋基準。
