Integrated Digital Governance for Citizen Security and Welfare: A Theoretical Framework for the Bengal Citizen Security Welfare Card (BCSWC)

This paper presents a conceptual framework for the Bengal Citizen Security Welfare Card (BCSWC), an integrated digital governance model designed to address fragmentation in emergency response, welfare delivery, public safety, and citizen service access in West Bengal, India. Drawing upon digital governance theory, the capability approach, federated digital infrastructure, and constitutional ethics, the study proposes a citizen-centric platform integrating emergency response systems, welfare access, employment linkage, healthcare coordination, and digital inclusion mechanisms. The paper introduces "Helix Thinking," a governance framework examining the co-evolution of policy, rhetoric, and culture within algorithmic governance systems. It further explores issues of privacy-by-design, algorithmic accountability, digital inclusion, participatory governance, and interoperable public infrastructure within a federal democratic context. This work is conceptual and policy-oriented in nature and is intended to contribute to ongoing scholarly discussions surrounding digital public infrastructure, ethical governance, citizen-centric state systems, and subnational governance innovation in India.
