Leadership Operating Intelligence: The ODRD Leadership Model for Navigating Organisational Complexity

Leadership research has traditionally emphasised traits, competencies, and behavioural styles as explanations for leadership effectiveness (Bass, 1985; Burns, 1978; Northouse, 2021; Yukl, 2013). While these perspectives offer valuable insights into leadership characteristics and behaviours, they often overlook how leaders operate cognitively within dynamic organisational environments. This is because contemporary organisations are characterised by ambiguity, interconnected systems, and evolving challenges that require leaders to interpret signals, analyse structural causes, frame strategic direction, and design sustainable responses. This paper introduces the ODRD Leadership Model, a conceptual framework that reconceptualises leadership as the distribution of leaders’ cognitive and strategic attention (Leadership Operating Intelligence) across four operating modes: Observer, Diagnostician, Recommender, and Designer. Rather than focusing on traits or behaviours, the model examines how leaders distribute cognitive and strategic attention as they navigate organisational complexity. The framework integrates sensemaking, analytical reasoning, decision framing, and systems design into a unified operating structure, offering a foundation for leadership diagnostics, development, and empirical research. Leadership effectiveness, therefore, depends less on sequence and more on the completeness and integration of engagement across all four modes over time. This paper adopts a conceptual theory-building approach, integrating leadership, sensemaking, and systems thinking literature.
