The Measurement Problem as N Incompleteness: A Structural Reformulation within the G→X→Q→N Framework

The measurement problem — why quantum systems collapse to definite outcomes rather than evolving into superpositions — is reformulated as the incompleteness of a structural operator N governing the return from the collapsed state Q to the generative state G. We prove three theorems: (T1) the Möbius bundle topology generated by X² = −Id_V implies that N-completion requires a minimum time τ_N; (T2) from the universal relation R2, τ_N = π/ω where ω is the natural frequency of the system; (T3) the Zeno threshold frequency ν_c = ω/π = 1/τ_N follows as a parameter-free corollary. The linear scaling ν_c = ω/π is verified against three independent experimental datasets (Itano et al. 1990; Streed et al. 2006 ×2) with mean ratio ν_c(observed)/ν_c(predicted) = 1.000 ± 0.000 and linear regression slope 0.3183 = 1/π. Two additional verifiable predictions are derived. The framework is positioned relative to decoherence theory (Zurek 2003), relational quantum mechanics (Rovelli 1996), and the rigorous Zeno dynamics formulation (Facchi and Pascazio 2008). Abstract
