Modernizing Ukraine's Constitution under Contemporary Digital Challenges: Strategic Priorities for Advancing Euro-Atlantic Values within Human-AI Collaboration

This article examines the process of constitutional modernization of Ukraine under conditions of Euro-Atlantic integration and contemporary socio-technical challenges driven by artificial intelligence (AI), including large-scale digital threats, disinformation, and forms of cognitive manipulation. The study applies an interdisciplinary methodology integrating doctrinal constitutional analysis, comparative legal research, and AI-assisted modeling of constitutional legal relations. It conceptualizes the Constitution as a pragmatic textual model of social relations and demonstrates how AI can identify rights, obligations, subjects, objects, and legal facts directly from constitutional texts. The Ukrainian case illustrates how constitutional modernization, while formally realized as a legal reform, can perform the function of a civilizational defense mechanism against authoritarianism, corruption, disinformation, and techno-political manipulation. In this context, digital challenges represent not only technological transformations but also systemic risks to democratic governance and societal cognition. The article introduces a conceptual framework of human–AI integrative cognition (Second Brain paradigm) and positions constitutional modernization as a mechanism for strengthening institutional resilience. The findings contribute to ongoing debates on digital constitutionalism, democratic resilience, and the role of human–AI collaboration in safeguarding the rule of law within Euro-Atlantic democracies. Overall, the study offers a framework for understanding how constitutional systems may adapt to the evolving landscape of artificial intelligence and digital power structures while preserving human rights, freedom of will, and democratic decision-making.
