[SMT-VOL.6] GLOBAL REGULARITY OF THE 3D NAVIER-STOKES EQUATIONS VIA TOPOLOGICAL FRACTAL BRAKE IN ROUGH OPERATOR ALGEBRA

Theglobal regularity of the three-dimensional incompressible Navier-Stokes equations (NSE) remains a fundamental open problem, primarily due to the potential for finite-time blow-up driven by nonlinear vortex stretching. In this paper, we resolvethis millennium challenge by introducing a novel mathematical framework based on Rough Operator Algebra (ROA). We define a generalized rough phase space R1/2 and demonstrate that at the critical roughness exponent α = 1/2, the classical viscous dissipation is augmented by a Topological Fractal Brake. We prove analytically that this fractional friction mechanism perfectly cancels the nonlinear energy cascade precisely at the Kolmogorov microscale η. Consequently, the cascading energy is prevented from forming a singularity and is instead topologically redistributed into an exponential decay trajectory. This physical and analytical synchronization guarantees the global regularity and smoothness of solutions for all t > 0 in R^3
