The use of ICT in teaching-learning resources is satisfactory, but the availability of Braille and audio materials is limited. Positive feedback was found regarding teacher and staff support, particularly in terms of sensitivity and collaborative approaches, although the availability of special educators and counsellors was lacking. Awareness and commitment to inclusive education were observed at the policy and administrative levels in most institutions. While progress is being made in inclusive education in higher education institutions, special attention needs to be paid to developing physical infrastructure, expanding teaching resources, and providing expert support to make it more effective. This study provides useful guidance for policymakers, teachers, and institutions to implement inclusive education in a practical and effective manner.
