From Sign-Ups to Operational Developers: Evidence Limits on New Developer Growth Attributable to CLI-Capable LLM Systems (2024-2026)

This open research package examines whether CLI-capable large language model systems are creating a measurable new wave of software developers by lowering barriers to programming, Linux operations, Git workflows, and infrastructure work. The central finding is deliberately evidence-bounded: public evidence supports a major surge in software-development participation during the LLM tooling era, including GitHub's reported 36 million new developers in 2025, but does not yet support a precise causal count of how many new developers appeared specifically because of CLI-capable LLM systems. The report proposes a four-lane framework separating platform participation, AI adoption, CLI/agentic operational capability, and durable software-engineering outcomes. It argues that AI coding tools are shifting the entry barrier from syntax mastery toward verification discipline, testing, maintainability, and operational judgment.
