Coupling Ecosystem Service Value and Ecological Security Pattern for Policy‐Oriented Land Use Zoning in the Beijing–Tianjin–Hebei Region

ABSTRACT Currently, in rapidly urbanized areas, there is still limited systematic empirical research on how ecosystem service value (ESV) and ecological security pattern (ESP) co evolve, and how to guide zoning optimization of land use policies based on ecological function and spatial structure simulation results. This study integratesESV assessment and ESP construction to support policy‐oriented land use zoning in the Beijing–Tianjin–Hebei (BTH) region, China. Using long‐term land use data and the patch‐generating land use simulation (PLUS) model, we simulated three development scenarios—natural development (ND), ecological protection (EP), and Economic Development (ED)—to examine the impacts of alternative land use policies on regional ecological sustainability. From 2000 to 2020, ESV increased by 17.91 × 10 8 CNY, driven mainly by forest restoration, while ESP connectivity improved modestly. The bivariate Moran's I revealed strong but slightly declining spatial coupling between ESV and ESP (0.718 → 0.683). Under the EP scenario for 2030, both ESV (5054.97 × 10 8 CNY) and high ESV–high ESP zones (39.03%) are projected to exceed those under ND and ED, indicating clear ecological benefits from protection‐oriented land use policies. Based on these findings, a policy zoning framework of “Four Belts–Nine Axes–Multi Cores–Five Zones” is proposed to guide differentiated spatial governance and targeted restoration strategies. The results provide a quantitative and spatially explicit basis for optimizing territorial spatial planning, enhancing ecological resilience, and promoting sustainable land use management in rapidly urbanizing regions.
