Innovation Cannot Be Ordered — It Must Be Conditioned: A Constraint-Based Framework for Recalibrating Leadership Causal Reasoning

This paper challenges the prevailing "Mandate Fallacy" in modern organizations—the belief that creative innovation can be secured through executive authority and tighter controls. The author proposes a constraint-based framework for recalibrating leadership causal reasoning. It argues that sustainable innovation cannot be ordered through mandates, targets, or intensified control, but must be conditioned through the deliberate calibration of contextual constraints, a radical shift from a "Logic of Control" to a "Logic of Conditioning". This transformative framework redefines leaders as Contextual Architects. Instead of managing individual outputs, leaders are guided to calibrate three interacting causal vectors: Governing Constraints for systemic stability. Enabling Constraints for agentic autonomy. Systemic Perturbations for adaptation. To operationalize this shift, the study presents a Dual-Scaffold Intervention: The Macro-Scaffold: An Organizational Innovation Field Simulator to diagnose organizational regimes, from "Rigid-Frozen" to the "Innovation Sweet Spot". The Micro-Scaffold: Emergent Prompting with Large Language Models as a micro-level metacognitive laboratory for rehearsing constraint-based reasoning. A reference implementation of AGT_COACH_001 (Executive Innovation Coach), a cognitive agent SKU designed to function as a metacognitive mirror, helping leaders rehearse constraint-based leadership through the Mirror-Invert-Perturb loop. This work provides both a theoretical foundation for shifting the cognitive architecture and conceptual working (proof-of-concept) for human–AI co-created leadership theory, with full human accountability declared by the author.
