Challenges Faced by Supervisors in Inspection and Guidance Activities in Quran Courses from the Perspective of Non-Formal Religious Education
Inspection and guidance, an indispensable element in the management processes of educational institutions, assumes a central role in enhancing the quality and success of education. Quran Courses, which provide widespread religious education in Turkey, are subject to inspection activities whose importance is growing due to increased demand and diversified curricula. These inspections are conducted by the Presidency of Religious Affairs by the Guidance and Inspection Presidency at the central organization and by supervisors (murakıplar) assigned by Mufti's offices in the provincial units. Supervisors also undertake investigation and in-service training duties when required. This study aims to contribute concrete steps towards improving the inspection and guidance processes in the field of widespread religious education. The research was designed using a qualitative case study methodology and was supported by an extensive literature review. A semi-structured interview form was used as the data collection tool, and interviews were conducted with 18 supervisors serving in Istanbul to gain a deep understanding of the inspection issues encountered in Quran Courses. Data analysis was performed using content analysis supported by MAXQDA. The research findings were grouped into three main themes: The Concept of Inspection; Problems and Solutions Stemming from the Supervising Role; and Problems and Solutions Stemming from Quran Courses. In conclusion, based on the findings obtained from the research, a set of recommendations were developed to contribute at the policy and implementation levels toward solving the identified problems.
