Open Dynamics in Deficit-Fractal Governance: Capacity, Memory, Noise, and Non-Normal Growth

This working paper collects the open dynamical extensions that lie outside the finite self-adjoint core established in Paper 1. It addresses candidate capacity dynamics, non-normal transient amplification, stochastic finite-skeleton regularization, non-Markovian memory kernels, and dynamic threshold engineering. The paper emphasizes that these results are candidate closures, formal extensions, demonstrations, or open research programmes rather than core theorems. In particular, the capacity variable C(t)C(t)C(t) is identified as a hidden control parameter whose depletion can move the system from stable to unstable regimes, while the absence of a closed C(t)C(t)C(t) equation limits the framework to phase diagnosis rather than full onset prediction. The paper also introduces non-normal diagnostics, stochastic extensions, memory-kernel formulations, and threshold-engineering levers for future theoretical and empirical work. This is Paper 5 of the six-part DFG Unified Interaction Field Theory Series.
