The Last Override: Why Human Authority has an Expiration Date and How to Extend It
The Last Override: Why Human Authority Has an Expiration Date and How to Extend It, argues that the central AI governance risk is not a dramatic “machine takeover,” but a gradual erosion of meaningful human authority as AI becomes embedded in critical infrastructure, financial systems, defense, healthcare, and public decision making. The paper introduces the concepts of the Velocity Gap and the Quiet Surrender to explain how institutions can lose practical control even while formal oversight remains in place. It proposes two governance mechanisms: the Control Capacity Index (CCI), a framework for measuring whether human oversight, auditability, and redundancy are keeping pace with system complexity and dependency; and the Compute Governance Stack, a layered approach to licensing, hardware tracking, cloud reporting, and allied enforcement. Written for government leaders, corproate executives, corporate boards, regulators, policymakers, and infrastructure operators, the paper offers a strategic framework and near term action agenda for preserving real human authority as AI becomes foundational to modern society.
