The Registry Mechanism Scaling Causal Measure Space to Cosmological Latency

We propose a formal correspondence between the Temporal Selection Framework (TSF) and the Causal Action Principle (CAP) of Felix Finster. We define a Registry Conjecture wherein the universal measure (μ) of a Causal Fermion System represents the discrete state-space of the Registry. We identify the Registry Latency (λ), also referred to as the Synchronization Lag when describing its geometric origin, as the source of the Hubble Tension arising from minimization of the causal action across expanding distances. We provide a primary falsifiable prediction: the decay of λ as a function of redshift z toward the early-universe limit.
