Artificial Intelligence and the Future of Democratic Governance: Balancing Efficiency, Ethics, and Accountability in the Context of India

This study examines the transformative role of Artificial Intelligence (AI) in shaping future governance models, with a particular focus on democratic systems and the evolving context of India. As governments worldwide increasingly integrate AI into public administration and policymaking, the study critically explores the opportunities and challenges associated with this technological shift. Adopting a qualitative and exploratory research design, the paper is based on a systematic review of secondary data drawn from over 25 Scopus-indexed journal articles, policy reports, and institutional publications from organizations such as the United Nations and the World Economic Forum. The analysis employs thematic content analysis to identify key dimensions of AI-driven governance, including efficiency, transparency, accountability, and citizen participation. The findings reveal that while AI enhances governance efficiency through data-driven decision-making and improved service delivery, it simultaneously raises critical concerns related to algorithmic bias, lack of transparency, data privacy, and democratic legitimacy. The study also highlights a significant gap between global AI governance frameworks and their implementation in developing democracies like India. Furthermore, the research underscores the importance of citizen trust and inclusiveness in ensuring the success of AI-enabled governance systems. The paper concludes that the future of governance lies in balancing technological innovation with ethical safeguards and democratic values. It emphasizes the need for human-centric, transparent, and accountable AI governance frameworks to achieve sustainable and inclusive development, particularly in the context of India’s vision of Viksit Bharat @2047.
