Human Final Authority – Intelligence Collaboration System (HFA-ICS™): Technical Specification v2.0
This document is Version 2.0 of Zenodo Anchor I (HFA-ICS™), first published February 15, 2026. It translates the foundational principle of Anchor IV — "Human dignity is the non-negotiable condition of legitimate authority in the age of artificial intelligence" — into an implementable governance specification. Version 2.0 introduces five principal advances over Version 1: (1) a fully codified Dignity-Based Vetting standard for HFA-Holders (§3.5); (2) a strengthened Cognitive Vulnerability Protection Standard (§7.1); (3) tamper-evident, access-controlled, and versioned mandatory record requirements for all Level 2–4 decisions (§8.1); (4) a revised six-point scoring system for HFA-TI™ (§6.2), replacing the previous four-point scale, with a total score range of 0–35 across seven dimensions; and (5) a new §11 establishing direct legal and institutional accountability of AI system operators, including mandatory sanctions, recurrence-prevention obligations, and suspension or cessation powers for minimum-standard failures. The specification defines Human Final Authority (HFA) as the non-delegable authority of accountable human beings to approve, reject, or modify AI-mediated decisions affecting human dignity, life, health, rights, livelihood, or cognitive access. It introduces HFA-TI™ (Human Final Authority Trigger Index), a structured seven-dimension auditable instrument, and establishes Constitutive Plurality as a non-negotiable condition — ensuring that final authority is designed to prevent concentration in any single individual, institution, or nation-state.
