Governance Health Surface for Human-AI Decision Substrates: Seven-Dimension GLOBAL-Signed Posture Snapshot | APR-Lite Phase 21 — Technical Note
This record documents Phase 21 of APR-Lite, a governance engine protecting human decision authority from AI-influenced outputs in regulated industries. Phase 21 introduces the Governance Health Surface: a public, no-auth, GLOBAL-signed endpoint returning a moment-in-time snapshot of governance posture across seven independently computed dimensions. Phase 20 answers “How did we get here?” Phase 21 answers “What is the governance state right now?” These are distinct epistemic questions requiring distinct surfaces. The health report is not a summary of the narrative — it is a signed assertion about present state, computed fresh on every call. Multiple dimensions are computed independently. Each dimension reports its own status. The overall health status is derived from the combination of dimension states, with an explicit list of failing dimensions for machine-readable consumption by dashboards and external auditors. The entire health report is signed by the GLOBAL key as a first-class federation artifact type, independently verifiable through the Phase 18 federation surface without modification to the federation verifier. Final verified state: 11/11 Phase 21 smoke tests passing. Worker version 8.2.0-p21.1.
