The SECI model describes the interaction patterns between explicit and tacit knowledge and the mechanisms for disseminating them within an organization to motivate individuals to share experiences and skills, ultimately improving organizational performance. This study aims to present a model for knowledge sharing and measure its impact on institutional innovation at the Vision Realization Office (VRO) of the Ministry of Environment, Water and Agriculture in Saudi Arabia, through the dimensions of the SECI model. The study adopted a cross-sectional design based on quantitative data collected through a survey distributed to 208 employees, representing a response rate of 85.5% of the total workforce in this department. The analysis process relied on a descriptive analytical approach to test the relationship between knowledge sharing and institutional innovation using structural equation modeling (SEM). The study concluded that the level of knowledge sharing was generally moderate, with high levels of socialization and combination observed. However, the overall level of institutional innovation was high, while its dimensions ranged from high to moderate. Furthermore, the results confirmed that knowledge sharing has a positive impact on organizational innovation. Among the dimensions of knowledge sharing, socialization had the greatest impact, followed by combination, externalization, and internalization. This study contributed to enhancing theoretical understanding, supported by evidence, of the relationship between the knowledge sharing dimensions derived from the SECI model and enhancing innovation levels in public sector organizations. It also provided a set of practical recommendations for encouraging a collaborative culture based on collective learning to support the goals of Saudi Vision 2030, while emphasizing the need for future research to expand the scope of this model to other governmental and international contexts.
