APPROACHES TO RESOURCES ALLOCATION AND COST EFFICIENCY IN LIBRARY OPERATION

Efficient resource allocation and cost management are essential for the sustainable operation of modern libraries, especially in an era of digital transformation and budgetary constraints. This study explores various approaches to resource allocation and cost efficiency in library operations, focusing on both traditional and technology-driven strategies. It examines how libraries academic, public, and special optimize their financial, human, and material resources to maintain service quality while minimizing operational expenses. The research identifies key allocation models such as performance-based budgeting, zero-based budgeting, and needs-based resource allocation. It also highlights the growing role of data analytics, automation, and artificial intelligence in enhancing cost efficiency through improved decision-making and workflow optimization. The study emphasizes the importance of prioritizing user-centered services, digital resource management, and staff training to ensure effective utilization of limited funds. Additionally, it investigates how collaborative resource sharing, outsourcing of non-core functions, and adoption of open-source technologies contribute to reducing costs and improving access to information. Findings reveal that libraries that strategically align their budgeting and resource allocation practices with institutional goals and user demands achieve greater operational sustainability and service effectiveness. The paper concludes that a balanced approach combining financial accountability, technological innovation, and strategic planning is vital for libraries to thrive in a competitive, resource-constrained environment.
