The Constitutional Compliance Operator: Localization–Renormalization Collapse for Fourth Amendment Adherence in Federal Immigration Enforcement

We present a type-consistent constitutional compliance operator built from (i) self- reference through an endofunctor encoding the government’s own repeated enforcement patterns and internal legal commitments, (ii) Birkhoff/BPHZ-style renormalization en- coded by a Rota–Baxter splitting that separates unconstitutional “divergent” practices from constitutionally finite remainder, and (iii) (∞, 1)-categorical localization inter- preted as enforceable judicial/administrative constraint (injunction, suppression, re- porting, and supervision) that forces operational equivalence to constitutionally lawful conduct. The first main result is a contractible-collapse theorem: under explicit filtering/coequalization hypotheses on the generated class of enforceable constraints, the constrained enforce- ment arena collapses to a contractible target (equivalent to a single lawful procedure up to homotopy/equivalence). The second main result is a stable annihilation theorem: when the ambient policy/operational arena is stable (closed under feedback, escalation, and internal “patching”), contractible collapse implies that unconstitutional practices are equivalent to the zero object (no operational effect). We then give three realiza- tions of the renormalization interface—litigation records, administrative audit trails, and digital-search regimes—showing how the same abstract operator admits multiple lawful enrichments. This paper is a compliance design: it aims to force adherence to the United States Constitution through lawful mechanisms (courts, statutory process, oversight), with explicit emphasis on alleged and documented patterns of Fourth Amendment violations in immigration enforcement, including by ICE and cooperating agencies, to the extent such violations occur.
